APEC商务旅行卡系根据APEC商务旅行卡（APEC Business Travel Card，中文全称“亚太经合组织商务旅行卡”，以下简称“旅行卡”）计划，经过申请批准，由APEC范围内各经济体的相关商务人员持有，可直接出入各APEC经济体的旅行证件。
The APEC Business Travel Card is an APEC Business Travel Card (hereinafter referred to as "Travel Card"), which is an approved travel document for business people from APEC economies. It is a travel document that allows business people to travel directly to and from APEC economies.
目前，APEC共有21个经济体，分别是：日本（JPN）、韩国（KOR）、马来西亚（MYS）、印度尼西亚（IDN）、文莱（BRN）、菲律宾（PHL）、新加坡（SGP）、墨西哥（MEX）、泰国（THA）、越南（VNM）、澳大利亚（AUS）、新西兰（NZL）、巴布亚新几内亚（PNG）、智利（CHL）、秘鲁（PER）、俄罗斯（RUS）、美国（USA)、加拿大（CAN)、中国（CHN）、香港（HKG）、台湾（TWN）。
Currently, there are 21 APEC economies, namely Japan (JPN), Korea (KOR), Malaysia (MYS), Indonesia (IDN), Brunei (BRN), Philippines (PHL), Singapore (SGP), Mexico (MEX), Thailand (THA), Vietnam (VNM), Australia (AUS), New Zealand (NZL), Papua New Guinea (PNG), and the United Kingdom (US). Papua New Guinea (PNG), Chile (CHL), Peru (PER), Russia (RUS), United States (USA), Canada (CAN), China (CHN), Hong Kong (HKG) and Taiwan (TWN).
其中美国和加拿大是旅行卡计划过渡成员，不接受其他经济体的APEC商务旅行卡申请，但为其他经济体持卡人提供签证申请和入出境通关便利；中国大陆与香港、台湾互不适用旅行卡，所以中国籍持卡人持有效卡最多可以入境16个经济体。
The United States and Canada are transitional members of the Travel Card Scheme and do not accept applications for APEC Business Travel Cards from other economies, but provide visa applications and entry/exit clearance facilities for cardholders from other economies; Mainland China, Hong Kong and Taiwan do not apply to each other for the Travel Card, so Chinese cardholders with valid cards can enter a maximum of 16 economies.
持用APEC商务旅行卡的便利
Benefits of using the APEC Business Travel Card
1.持卡人凭本人有效护照（公务普通护照或因私护照）和旅行卡可直接往来于已批准入境的各经济体之间，有利于企业相关人员往来于各APEC经济体从事商务活动。
1. The cardholder can travel directly between the approved economies with his or her valid passport (official ordinary passport or private passport) and the travel card, which is beneficial to the business activities of the relevant personnel in the APEC economies.
2.持有旅行卡后可在卡的有效期内免办各APEC经济体的签证，免除了申办各APEC经济体入境签证的繁琐手续，既节省时间，又节省签证费用开支。
2. Holders of the Travel Card are exempted from obtaining a visa for each APEC economy during the validity period of the card, eliminating the cumbersome procedure of applying for an entry visa to each APEC economy, saving both time and visa fees.
3.申请人一次申办，五年有效，多次入境，每次入境至少可停留60天。此外，各经济体主要机场普遍为持卡人提供入出境通关便利。
3. Applicants can apply for the card once and it is valid for five years, with multiple entries and a minimum stay of 60 days per entry. In addition, major airports in all economies generally provide immigration clearance for cardholders.
申办企业范围
Scope of enterprises applying for the card
从行业角度讲，除加工制造或货物进出口类企业外，受理范围还包括金融、网络科技、教育、物流、旅游、法律、会计以及工程建筑类等企业。从企业类型角度讲，除有限责任公司、股份有限公司（含上市公司）外，受理范围还包括合伙企业、个人独资企业。
In terms of industry, in addition to processing and manufacturing or import and export of goods, the scope of application also includes finance, internet technology, education, logistics, tourism, law, accounting and engineering and construction. 根据有关规定，目前我国公民中有资格申办旅行卡的是：
According to the relevant regulations, the citizens of China who are currently eligible to apply for a travel card are
1.中央管理的大型国有企业中的管理人员、主要业务人员和技术人员；
1. managers, key business personnel and technical personnel in large centrally managed state-owned enterprises.
2.地方国有企业人员；
2. personnel of local state-owned enterprises.
3.民营企业人员；
3. personnel of private enterprises.
4.中外合资、外商独资和台港澳资企业中的中方（内地）人员。
4. Chinese (Mainland) personnel in Sino-foreign joint ventures, wholly foreign-owned enterprises, and enterprises funded by Taiwan, Hong Kong and Macau.
上述人员须持有效中华人民共和国护照，因工作需要要经常前往APEC经济体，无刑事犯罪记录或被外国、特别是实施旅行卡计划的经济体拒签的记录。
The above-mentioned persons must be holders of a valid People's Republic of China passport, be required to travel frequently to APEC economies for work purposes, and have no criminal record or record of being refused a visa by a foreign country, particularly an economy that operates a travel card scheme.
